Text to Pay Instructions

We’ve made parking easier! Our lots now use T2 Mobile Pay, a quick and contactless way to pay right from your phone. No machines, no waiting. Just text and go!
Step-by-Step Instructions
- Park Your Vehicle
Choose any available space in the lot with a space #, just as you usually would. - Look for the Location Code
Look for signs posted around the lot. Each area has its own code (examples: POKPARK, POKHILL, POKTT). - Text to Pay
Send a text with your location code to 25023. Both the phone number and code are displayed on the nearby sign. You’ll instantly receive a secure payment link. - Enter Details & Pay
Click the link, then provide your license plate, space number, and payment info. Confirm to complete your transaction. - Need More Time?
Before your session expires, you’ll get a reminder text. Use the same link to add more time—no need to walk back to your car!

Helpful Tips
- Save the Number – For frequent parkers, add the T2 Mobile Pay number (25023) to your contacts for quick access. You can also save location codes in other contact fields (like the email address line) for easy reference.
- Expiration Alerts – You’ll receive a text reminder when your parking time is about to expire. If you’ve saved the text number, location code, and space number, you can extend your time from anywhere—no need to return to your vehicle.
FAQ
- What if I don’t have a smartphone? You can pay for your parking space by stopping by our Marina office or calling 360-297-3545.
- What if I want to pay cash? Cash payments are accepted at the Marina Office during office hours (8 am – 5 pm, 7 days a week). Please bring your space number and license plate to the Marina Office.
- How do I find the location code? Location codes are posted on the text-to-pay signs near your parking space. (If your parking space # doesn’t show up, check to make sure you are texting the correct location)
- Is my payment secure? Yes. T2 text-to-pay is PCI compliant, and all data is encrypted for your safety.
- I received a ticket. What do I do? Your ticket will include a QR code. Scan it or visit our website at https://www.tocite.net/portofkingston/portal/ticket to access the payment portal. If you believe the ticket was issued in error, you can submit an appeal through the portal.

Two-Hour Parking
The Port offers free two‑hour parking for the general public within the designated 2‑hour parking zone. These spots are clearly marked and are intended for visitors enjoying the Port of Kingston, Mike Wallace Park, or nearby downtown businesses for short stays of two hours or less. Please note that the Port actively enforces this time limit, so be sure to return to your vehicle before your two hours are up to avoid receiving a citation.
Important: If you plan to take the ferry, please park in the numbered spaces rather than the two‑hour zone, as ferry delays are common and may cause you to exceed the time limit. If an unexpected delay occurs, contact the Port Office before your two hours expire to request an extension. Standard parking fees can be paid over the phone using a credit or debit card.
Parking for Individuals with Disabilities
The Port of Kingston provides accessible parking spaces to ensure convenient access for individuals with disabilities, and it fully adheres to all Washington State guidelines to ensure fair and equitable access for individuals with disabilities. Call 360-297-3545 for additional information.
Monthly Parking Permits
If you are regularly commuting via the ferry, you may consider our Monthly Parking Permit option. Currently, the monthly fee is $139.99; and there is an agreement form to complete, along with a parking pass to display on your vehicle. However, there is a limited number of these permits.

Truck & Trailer Parking
The Port also provides 18 Truck & Trailer parking spaces conveniently adjacent to the boat launch ramp, with overflow parking available up the hill in the paid parking area. Currently, the Truck & Trailer parking fee is $15.00 per 12-hour increments or $30.00 for 24 hours, and the parking pay station is located next to the launch ramp.
Note: Leaving your boat unattended on your trailer is not permitted without prior Port permission. Trailers cannot be parked without the truck attached. Consequently, truck and trailers are not allowed in any “Permit” spaces or single vehicle spaces, other than the Truck and Trailer overflow on the Hill parking zone. Otherwise, you will receive a parking citation.

At the Port of Kingston, we understand that mistakes happen. If you have received a parking ticket, the following information outlines the payment process.
How to Resolve a Parking Ticket
- Locate Your Ticket Details – Your ticket will include a citation number and instructions.
- Visit the Ticket Portal – Go to the link provided on your ticket or scan the QR code.
- Enter Your Citation Information – Input your ticket number and license plate to view details.
- Choose Your Payment Method – Pay securely online using a credit or debit card.
- Confirmation – You will receive an instant confirmation for your records.
Appealing Parking Tickets
If you believe you have received a citation in error, or you wish to contest the ticket, the following steps will guide you through the resolution process.
- Locate Your Ticket Details – Your ticket will include a citation number and instructions.
- Visit the Ticket Portal – Go to the link provided on your ticket or scan the QR code
- Enter Your Citation Information – Input your ticket number and license plate to view details.
- Click on the Dispute – Fill out the information on the Dispute Ticket page and provide reasons for the dispute. (Attachments/Pictures can be uploaded). Then submit your dispute.
- Review – Your dispute details will be reviewed within the next two weeks, and a resolution will be determined.
- Resolution – You will receive notification by email, or you may visit the Portal at https://www.tocite.net/portofkingston/portal/ticket to review the decision and any additional actions that may be required.
Parking Penalty Fees
Parking penalty fees must be paid within 15 days of the date they are issued. Penalties that remain unpaid after the 15‑day period will automatically double.
